选项分析：

(A)creating a special nongovernment organization to take

【错误】 平行结构： “revamp”(翻新)和“institute”(实行)是两个平行的动词，但在题干中它们之间并没有“and”、“or”或“but”这样的平行结构，因此如果在其后加入“and create”恰恰能补全这个平行结构，形成“A，B，and C”的三者平行的结构。
