选项分析：
(A)world in that a sacred truce was proclaimed during the festival's month
【错误】 句子意思： “festival's month”虽然可以翻译成“节日的月份”，但“X’s”表示的“X的”内涵上须是一种所有关系，然而“month”并不是“festival”拥有的东西，因此此处名词所有格“festival's”表意不准确。
(B)world, proclaiming a sacred truce during the festival's month
【错误】 句子意思：见(A)。
【错误】 修饰成分：“S(主语)+V(谓语)，doing ”的结构有两种可能：第一“doing”作另一个动词的伴随修饰，与其同逻辑主语;第二，“S+V”所表达的这件事做逻辑主语，发出“doing”这个动作。在本选项中“, proclaiming”的逻辑主语既不可能是“to keep peace”的

【错误】 简洁明了：GMAT所考察的标准书面英语中，“that/which/who be”结构不具有简洁性，因此(E)的简洁性逊于(D)。
解题思路：
“节日的月份”并不是在表示“月份”是“节日”所拥有的一个东西，因此使用所有格的“festival's month”表意不合理，排除(A)和(B)。
